Any low tier PC, even with an Intel HD 4000 can do better then that. My 5770 can do much MUCH better then that. The Xbox 360 and PS3 ran Crysis 3/Metro Last Light/ Battlefield 3 on ultra low 680-700p with 27-28 fps. Instead of getting a crappy PC and a console, just get a decent PC, it will last quite a while, will serve you for work and it can provide the same or better console experience via simply hooking up a controler to it and sticking it to a TV.
